The Tragedy at Km 45: A Reflection on the Weak Legal Protection for Civilians

The tragic death of a car rental business owner at the Km 45 rest area of the Tangerang-Merak Toll Road on Thursday (January 2, 2025), has struck a deep chord in our collective sense of justice. The fact that the victim had sought assistance from the Cinangka Police Sector but received no response has sharply highlighted the gap between the police institution's motto, To Serve, Protect, and Care, and its implementation.

From Cause to Effect

The victim merely sought to reclaim his vehicle, allegedly embezzled by the perpetrator. However, the lack of adequate legal support culminated in the shooting incident that claimed his life. Allegations of the perpetrator being a military personnel have further deepened public distrust in state institutions. Ironically, state-funded officers who are tasked with protecting citizens became a part of a tragedy that ended a civilian’s life.

State Responsibility

Small business owners, such as the victim, are integral to the economic fabric of society. When their businesses are harmed, they require swift and firm legal protection. Unfortunately, this case demonstrates the inadequacy of legal protection for civilians. The refusal to respond to the victim’s report or provide assistance not only tarnishes the institution's image but also undermines the public’s hope for justice.

A Reflection on Legal Security in Indonesia

This incident underscores the vulnerability of civilians, particularly those striving to make an honest living. State apparatus must introspect: how can their long-touted motto fail to translate into tangible action? Denying allegations is insufficient. A comprehensive investigation into this incident is required, along with a serious evaluation of public service procedures at the police sector level and coordination between the police and military institutions.

A Call for Change

The death of this car rental business owner should serve as a turning point. This case is not just about an individual; it is about a system that has failed to protect its citizens. The state must ensure that laws genuinely serve as a shield for its people, rather than mere words without substance. There should no longer be any excuses for negligence or indifference from law enforcement in responding to public reports.

This tragedy is a stark reminder that justice and legal protection are rights for all, without exception. If left unaddressed, we will continue to live in a cycle of uncertainty, where small-scale entrepreneurs and ordinary citizens remain vulnerable victims of a weak legal system that should have been their safeguard.
